Trash and garbage containers shall not be permitted to remain in public view except on days of trash collection. All trash must be kept in a hard container. (Amended and Restated Declaration of Covenants, Conditions and Restrictions 8.11).
Trash is not picked up on the following six holidays: New Year's Day Memorial Day Independence Day Labor Day Thanksgiving Day Christmas Day
When trash collection falls on one of these holidays, trash collection will be made on the following day. When recycling falls on these holidays, recycling will be picked up the following Thursday with the exception of Christmas and New Years, which will be the next day.
Recycling: Recycling pick-up is on Thursday. Howard County picks up yard trimmings at the curb from April through January in most areas.
Effective 7/1/2006, recyclable containers and mixed paper can be placed in a single bin or see-through bag thus eliminating the need to bag or bind paper separately.

Dumpster Rules:
Don't overload the container or deposit trash on the ground. The container must not be filed above the top of the sidewalls.
The County is not responsible for items deposited on the ground at any time during or after the clean-up program.
Trash should be loaded in the container so the rear door can easily be closed.
Also, the following items are not allowed in the container:
Trash and recycling, including newspapers which would normally be picked up on your regular collection route.
Remodeling or construction debris.
Large tree trunks, stumps, or branches (pieces under four foot in length are acceptable).
Earth, broken paving, large rocks and boulders.
Hazardous materials (such as chemicals, flammables, explosives, etc.)
Liquids.
Tires.
